World Athletics Rejects IOC Recommendation to Lift Belarus Ban

World Athletics has refused to follow the IOC’s recommendation to reinstate Belarusian athletes under their national flag, keeping sanctions linked to the Russia-Ukraine conflict firmly in place.

World Athletics Rejects IOC Recommendation to Lift Belarus Ban

The International Olympic Committee has recommended that Belarusian athletes and teams be allowed to return to international competition under their national flag, while restrictions on Russia remain unchanged.

The IOC executive board stated that Belarus’ National Olympic Committee remains “in good standing” and compliant with the Olympic Charter despite the geopolitical tensions surrounding the Russia-Ukraine war.

According to the IOC, Belarusian athletes have already competed as neutral athletes in several global competitions, including the 2024 Summer Olympics and the upcoming 2026 Winter Olympics qualification cycle, without major incidents.

World Athletics Maintains Firm Position

However, World Athletics has rejected the recommendation and confirmed that sanctions imposed in March 2022 will remain active.

The governing body reiterated that Belarusian and Russian athletes, officials and support staff remain excluded from international athletics competitions due to Russia’s invasion of Ukraine and Belarus’ close political alliance with Moscow.

World Athletics officials added that the organization would only reconsider its stance if there is “tangible movement towards peace negotiations.”

Olympic Qualification Adds Pressure

The debate arrives at a crucial time, with qualification periods for the 2028 Summer Olympics and the 2028 Winter Youth Olympics beginning later this year.

The uncertainty surrounding eligibility could significantly affect Belarusian athletes preparing for international qualification events over the next two years.

Neutral Athlete System Remains in Place

Since 2023, selected Belarusian and Russian athletes have been permitted to compete as Individual Neutral Athletes (AINs) in some sports, without national flags, anthems or official representation.

The IOC has repeatedly argued that athletes should not be punished for the political actions of their governments, emphasizing the principle of sporting neutrality.

However, several international federations continue to apply stricter restrictions based on their own governance decisions and athlete safety concerns.

Global Sports Divided on Sanctions

The issue remains one of the most divisive topics in global sport.

Some federations have gradually relaxed restrictions on Belarusian athletes, while others — particularly in athletics and team sports — continue maintaining strong sanctions.

The situation has also created challenges for athletes’ training cycles, sponsorship opportunities and mental preparation ahead of major international events.

Athlete Welfare and Sports Science Concerns

Sports psychologists and performance experts say prolonged uncertainty over eligibility can severely impact athlete motivation, recovery and long-term performance planning.

Elite athletes typically structure Olympic preparation years in advance, with disruptions to competition schedules affecting conditioning, ranking points and injury-management programs.

The continued geopolitical tension is therefore influencing not only international sports governance but also athlete welfare and performance science across multiple Olympic disciplines.
