A New Funding Model for Sports Education
As Brazil gears up to host the 2027 FIFA Women’s World Cup, the federal government has proposed a landmark bill to create the Federal University of Sports — financed in part by federal fixed-odds betting and online gaming revenue.
A portion of betting profits would be directed to the Ministry of Sports to support the institution, supplemented by the federal budget, service revenue, partnerships and cooperation agreements.
The government describes the university as a legacy project, aimed at strengthening sports research, education, and vocational development nationwide.
University Launch in 2027
The proposed university will be headquartered in Brasília and is expected to begin operations in 2027, starting with:

Within four years, the number of undergraduate courses is expected to expand to 11, serving around 3,000 students at full capacity.
Officials emphasise that hiring and growth will depend on federal budget approvals, meaning no immediate increase in public spending.
The institution will focus on teaching, research and innovation across sports disciplines, addressing long-standing gaps in training for athletes, coaches, referees, managers and sports professionals.
Addressing Inequity in Women’s Football
A major driver behind the proposal is the persistent inequality and structural weaknesses in Brazilian women’s football. Key issues highlighted in the bill include:
