Dilip Tirkey Hockey India Governance Dispute Deepens
Hockey India is facing an internal governance dispute involving president Dilip Tirkey and secretary general Bhola Nath Singh, with disagreements emerging over administrative decisions and the functioning of the federation. The Sports Ministry is monitoring the developments but has indicated that it would prefer Hockey India to resolve the matter internally before considering intervention.
The differences became more visible following the decision to change the Indian teams’ traditional blue jerseys to saffron ahead of the recent FIH World Cup. Tirkey has maintained that he was not consulted about the change and that it was made without approval from the Hockey India Executive Board. The team later returned to blue for the Asian Games.

The jersey controversy also led to action against Hockey India Director General Cdr R K Srivastava. Tirkey issued him a show-cause notice and removed him from his responsibilities, citing several issues, including the jersey decision.
The notice reportedly contained eight points, including allegations concerning administrative decisions, Srivastava’s travel to the World Cup in the Netherlands and the handling of certain federation matters. Srivastava has been given four weeks to respond.
The dispute has also drawn attention to the relationship between Tirkey and Bhola Nath Singh, with the two officials taking different positions over the federation’s next steps.

Bhola Nath Singh has called an Emergent Executive Board Meeting for September 18 to discuss the situation. The proposed agenda includes the Hockey India League, federation elections, the notice issued to Srivastava and preparations for upcoming international events.
A major discussion point is expected to be the restructuring of the Hockey India League (HIL). A proposal involves creating a separate HIL company with Hockey India and franchise owners holding equity, along with a new governing council that would include representatives from the franchises.
However, Tirkey has questioned the validity of the meeting. He has argued that the Hockey India bye-laws approved in June state that only the president can call an emergency meeting. He has also said that no Executive Board meeting should take place until Srivastava responds to the issues raised against him.

Sports Minister Mansukh Mandaviya met Hockey India’s top officials and Hockey India League franchise representatives on September 14. The discussion focused on the future and sustainability of the league, with a five-member panel tasked with preparing a roadmap for its governance and financial structure.
The Sports Ministry has said it is closely watching the developments. A ministry source indicated that the government would wait for the federation’s internal efforts before deciding whether intervention is necessary.

The administrative dispute comes at an important point for Indian hockey. Both the men’s and women’s teams are competing at the 2026 Asian Games, where the tournament also carries significance for qualification for the 2028 Los Angeles Olympics.
India’s men’s team finished eighth at the recent World Cup, while the women’s team placed fifth. With major competitions ahead and the future structure of the Hockey India League also under discussion, resolving the federation’s governance issues remains an important administrative matter.
